Position reports to the Production Manager. Position requires direct interaction with other departmental managers and staff positions to exchange information and ideas directly related to the success of the Houston plant.
Job dimensions
Responsible for ensuring optimal production and process enhancements of the 196, 197, 180, 293, tank farm and utility areas of the Houston plant. Responsible for the training of Production personnel and other staff in technical issues. Will assist in development of financial information as required in projects managed through ASAP process. Responsible for the historization of plant process data, utilization calculations, and interpretation of process conditions. Responsible for ensuring that all AIMS HESQ policies and practices (ISO xxxx, OHSAS xxxx1 and RCMS) are followed by all personnel. This includes compliance with all legal and regulatory requirements, (OSHA, EPA, TCEQ regulations and permits) quality systems, and safe work permit practices. Process Engineer will also own all aspects of the PSM program for their assigned focus units.
Activities and Responsibilities
Process Safety: Facilitate all PHA and LOPA reviews and activities for the site. Assume schedule compliance for all PHA's. Responsible for completing PHA reports and communication to affected employees. Will have overall responsibility for follow:up on PHA recommendations, considerations and defining scope of required IPLs. May have responsibility to manage some PHA gap closure projects. Responsible for all required reporting to ensure compliance to all required regulations of the PSM program. Process Engineer will function as the site administrator for the Incident Reporting System (IMPACT Enterprise). Process Engineer will be expected to take the lead on ensuring proper incident investigations are led and driven to completion for all incidents that occur in their given areas of responsibility.
Environmental: Support full environmental compliance and optimal environmental performance. Ensure that Operations and Environmental Departments are given timely analyses of process data. Ensure that permit compliance data and new permit applications are reviewed and are consistent with best engineering practices.
Safety: Support full compliance of all Safety related regulatory requirements including: OSHA, PSM, RMP and Company Policies. Ensure that timely response of technical review is completed for incident investigations, existing processes, and Management of Change for process related functions.
Operation and Technical Support: Maximize operational efficiency and continuously identify and evaluate opportunities for improvement. Support Plant initiatives for new product development, Process Technology Projects, and debottlenecking efforts. Provide assistance to Production Engineer and Production Operators during plant turnarounds, emergency operations, and any other time technical assistance is required.
Professional Development: Develop skills required to support Houston plant through professional development of technical skills, interpersonal relationship skills, management skills, and community relations. Ensure that specific goals are developed that corresponds with Plant objectives and initiatives.
Qualifications and experience required
This position should have a B.S. Degree in Chemical Engineering and 3+ years experience with chemical process unit operations. A working knowledge of the following federal health and safety regulations: OSHA 29 CFR xxxx.119 Process Safety Management of Highly Hazardous Chemicals; EPA 40 CFR 68 Chemical Accident Prevention. Previous supervisory or management experience is desirable but not mandatory.
